Iran slams IAEA report, warns against misuse

Iranian Ministry of Foreign Affairs and the Atomic Energy Organization of Iran have issued a joint statement in reaction to the report of the Director General of the International Atomic Energy Agency, Rafael M. Grossi, slamming the report and warning of taking “proportionate actions” against any misuse.

The full text of the joint statement is as follows:

“Joint Statement of the Ministry of Foreign Affairs and the Atomic Energy Organization of Iran regarding the Report of the Director General of the International Atomic Energy Agency to the Session of the Board of Governors in June 2025

With attention to the recent report issued by the Director General of the International Atomic Energy Agency contained in document GOV/2025/25 dated 31 May 2025, the Ministry of Foreign Affairs and the Atomic Energy Organization of Iran find it necessary to emphasize the following points:

The governments of the United Kingdom, France, Germany, and the United States of America have repeatedly violated their commitments under the Joint Comprehensive Plan of Action (JCPOA) and Resolution 2231, while resorting to imposing illegal unilateral sanctions and pressures contrary to the principles of international law against the Islamic Republic. In the November 2024 session of the Agency’s Board of Governors, these countries presented a resolution against Iran through an unjustifiable political action and without attention to the achievements of the Director General’s visit to Iran, which resulted in a large number of members not accompanying this political and destructive approach of the resolution’s initiators.

This approach once again proved that the three European governments and the United States are not sincere in their claim of preserving the credibility of the Agency, as well as in their effort to reach an agreement. They have spared no effort in instrumentalizing the Agency for the purpose of misuse in the current political process.

The Islamic Republic of Iran, despite strong reservations regarding the content and direction of the November 21, 2024 resolution of the Board of Governors and legitimate opposition to the approach of the three European governments and the United States, as the initiators of the resolution, based on a principled approach centered on constructive interaction with the International Atomic Energy Agency within the framework of explicit rights and obligations under the Non-Proliferation Treaty and the Comprehensive Safeguards Agreement, honestly continued its extensive cooperation with the Agency. In line with this, the Director General of the International Atomic Energy Agency visited Tehran twice, and the Deputy Director General for Safeguards also visited twice.

Unfortunately, despite this extensive cooperation, the comprehensive report prepared, while acknowledging Iran’s cooperation, does not reflect the true level of these cooperations. In this report, the Director General has again repeated previous biased and baseless accusations using extensive forged documents provided by the Zionist regime. The accusations included in the current report of the Director General are based on the claim of limited undeclared activities and locations in past decades. This is while Iran has repeatedly announced that it has had no undeclared nuclear locations or activities. At the same time, Iran has had the necessary cooperation with the Agency by preparing the ground for the Agency through granting access to the alleged locations, providing samples, and offering detailed information and explanations on various occasions regarding the history of the alleged locations.

Other issues raised in this report revolve around topics such as the country’s sovereign right in accepting inspectors, Code 3.1 modified, the Joint Statement, enrichment level, and mind-reading. Regarding the appointment of inspectors, while the Agency currently has 125 appointed inspectors for Iran, the cancellation of the appointment of a small number of inspectors, which has taken place based on the sovereign and undeniable rights of the Islamic Republic of Iran (Article 9 of the Comprehensive Safeguards Agreement), is a completely conventional action and in accordance with the rights of the member states of the Treaty.

Simultaneously with the continuation of the cooperation of the Islamic Republic of Iran with the Agency within the framework of the Comprehensive Safeguards Agreement, as well as the issuance of joint statements, the published report contains references to minor, irrelevant, and beyond the entrusted mission, and extracurricular issues.

The Islamic Republic of Iran reminds that the incorrect separation between commitments based on the Non-Proliferation Treaty and voluntary commitments within the framework of the JCPOA is one of the fundamental flaws of this report. The said report has been prepared in such a way that some voluntary actions of the Islamic Republic of Iran have been incorrectly presented as binding safeguards obligations, while the legal basis for such an interpretation is not confirmed by the foundational documents of the Agency, and the Islamic Republic of Iran also does not have such a legal commitment. Furthermore, reliance on unreliable and misleading information sources provided by the Zionist regime, as a non-member third party to the NPT that possesses weapons of mass destruction and has committed the most heinous crimes against humanity, including genocide, is inconsistent with the principles of the Agency’s professional verification.

The mentioned points lead the Islamic Republic of Iran to the conclusion that the structure and content of this report are unbalanced and lack a comprehensive and accurate assessment of the factors influencing the current situation, including the withdrawal of the United States from the JCPOA and the fundamental non-compliance of the European countries with their commitments.

The Islamic Republic of Iran, while expressing regret over the publication of this report, which has been prepared with political aims through pressure on the Agency, declares its explicit protest against its content. This report goes beyond the scope of the duties entrusted to the Director General and is in contradiction with the professional requirements governing international bodies, including the principle of impartiality.

Repeating baseless alleged topics that cannot lend credibility to these claims, along with expressing excessive concern in this regard, is merely an excuse for political sensationalism against the Islamic Republic of Iran. This is while the illegitimate Israeli regime, without being a member of the NPT, possesses a nuclear arsenal and at the same time threatens to attack the peaceful nuclear facilities of an NPT member state. Unfortunately, the Director General of the Agency, despite his legal duties and repeated requests from the Islamic Republic of Iran for the condemnation of these threats, has taken no action.

The Islamic Republic of Iran expresses its deep regret regarding the lack of impartiality and the Director General’s disregard for his professional approach by being influenced by political pressures in the preparation and publication of this report, warns against any political exploitation of the contents of this report, and reiterates the following points:

  • According to the Fatwa of the Supreme Leader, nuclear weapons have no place in Iran’s defense doctrine;
  • In accordance with the fundamental principles of international law, there is no impediment or limitation in enjoying the inherent and inalienable right to benefit from nuclear energy for peaceful purposes;
  • Iran’s enrichment program is solely for peaceful purposes, is under the full supervision of the Agency, is completely transparent, and is in accordance with the Comprehensive Safeguards Agreement with the Agency;
  • If politicking and hypocrisy were not the guiding principles on the agenda of the three European governments and the United States in the Agency, the preparation of such a repetitive and unfair report would have no justification.

Finally, it is emphasized that should some countries intend to misuse Iran’s cooperation and interactions with the Agency and its transparent and confidence-building approach in the Agency’s verification activities or the current report during the Board of Governors meeting, the Islamic Republic of Iran will take and implement proportionate actions in response to such an approach, in line with safeguarding the country’s legitimate rights and interests, the consequences and responsibility of which will lie with those countries.”
